Grants and Projects on City of Newcastle Land

With a number of external grants annually available to community groups (organisations), we have designed the Community Infrastructure Projects Proposal Form (pdf) for organisations to provide a brief summary of the proposed Infrastructure Project to be undertaken on land owned or managed by City of Newcastle (CN). This process applies to all projects funded by organisations, with or without financial support via grants.

This Community Infrastructure Projects Preliminary Proposal Form is required to be submitted to parks&sportsground@ncc.nsw.gov.au at least 30 days prior to an application for grant funding being lodged. In the event that funding is already available, this form must be submitted at least 60 days prior to the anticipated commencement of the project. If an application is not received by us within the required time frame, the decision whether to assess the project will be at the discretion of CN.

Following receipt and review of the Community Infrastructure Projects Proposal Form, we will assess if the project is suitable to proceed and at this point; if required a letter of in principal support can be provided to accompany the grant application upon request. As part of the assessment, we will complete a project risk assessment to determine if the project will be managed by the community group or CN should the project acquire approval. Our Project Panel meets on the third Thursday of every month with 1 December being the cut-off date for a project to take place in the current financial year.

All sections of the Community Infrastructure Projects Preliminary Proposal Form must be completed including the checklist located on the final page to ensure your proposal is eligible for assessment. Please ensure you provide all information required to avoid any delays in the assessment of your project including:

  • Bank Statements or funding approval letter verifying funding is available (including provision for match funding)
  • Detailed budget including contingency budget
  • Comprehensive scope of works including final design plan and specifications
  • Quotations from at least three suppliers based on the design plan (in line with our Procurement Policy and industry best practice).

Additionally for works without grant funding (ie. club / association determined) please advise us of these proposed works to parks&sportsground@ncc.nsw.gov.au at least 30 days prior to proposed commencement of works. We will complete a project risk assessment to determine if the project can be managed by the club / association or CN. In the instance works are approved as works of a minor nature, CN will provide management around CN's WHS Management System, Australian Standards, Codes of Practice, Acts and Regulations. If this advice is not received by us within the required time frame, the decision whether to assess the works will be at the discretion of CN.
